But what truly puzzles Shami is the loyalty of the Skeleton Race.

Skeleton Race loyalty: stable at 99

What does a loyalty of 99 mean?

Among the Demon Envoys, only the one with white hair has a loyalty of 100, and the loyalty of the other three Demon Envoy girls is just around 95.
