"So you do know you're not normal, huh?"
Tenten and Kasumi inwardly rolled their eyes.
Garou Zenin had mentioned the Limit State technique before, and they'd only just managed to train their arms with it, and even that still wasn't fully under control.
But now, they felt even more defeated.
What he considered a simple taijutsu was like rocket science to them.
It was just... cruel.
"If this guy ever learns chakra nature transformation, he'd probably master it in, what, an hour?" Tenten grumbled in her head.
Still frustrated, but her body betrayed her. She leaned in curiously anyway.
So did Kakashi.
The three of them wore different expressions.
Tenten and Kasumi were totally lost, unsure where to even start reading.
There was just... so much.
"This is the simplified version?" Tenten blinked.
"Yeah. With this version, you can draw out about 70% of the original Limit State's power. The ceiling's lower, sure, but it's much more stable and way easier to train," Garou explained.
Kakashi gave it some thought and said, "Your original version focused on perfectly activating every muscle, right? That's why it resembled the Eight Gates effect. But this version targets just the major muscle groups."
"Exactly. Though... Eight Gates?" Garou looked confused.
"Oh, right, you probably haven't heard of it. Gai has a technique called the Eight Gates Release, which opens the body's inner chakra gates for power," Kakashi explained quietly.
"Eight chakra gates, huh... I see. But brute-forcing your way through them must be hell on the body, right?"
"It is."
Kakashi nodded, flipping through the notebook.
Garou had tried to use plain language where possible, but even so, this wasn't exactly bedtime reading for genin.
"This... is not a book for beginners," Kakashi concluded flatly.
"What level do you need to understand it?" Tenten asked.
"At the very least, you'd need to learn about the primary muscle groups and how they function, how to apply force, control tension... like this."
Kakashi threw a punch that cut the air with a loud crack.
He tried a few more movements, then his eyes lit up.
"Weakened version... might not be a flaw at all."
"Right? The power's dialed back, sure, but so is the strain. That makes this version a much better fit for general use."
Garou nodded in agreement.
He'd noticed that, too.
The downgraded version of Limit State actually lasted four times longer than the full version. In a way, calling it "downgraded" wasn't fair.
It was more practical for most situations.
"This could really revolutionize taijutsu for shinobi," Kakashi said seriously. "You should submit this to the Hokage for restricted access and secure storage. We can't risk this leaking to other villages."
This kind of technique was foundational-level stuff. Any village would treat it as an S-rank secret.
"I'll submit it, but I wanted to show you first. Also, I'll be teaching Tenten and Kasumi before that. By the way, do you know where Gai-sensei is?"
Kakashi raised an eyebrow. "Why do you assume I'd know that?"
"...You don't?"
"I saw him jogging this morning. He should be eating lunch about now. Shouldn't be hard to find."
"Thanks!"

Might Guy was easy to find, but today was a bit different. His whole team was assembled. They looked like they were preparing for a mission.

Hiruzen was pleased to see him.
But the smile quickly turned bittersweet.

He was thrilled by the contribution, but Garou was creating new techniques too quickly. The village treasury couldn't keep up with his rewards.

What the heck could he give him this time?
Hiruzen coughed awkwardly.
"Garou, this technique is extremely valuable... but honestly, I'm running out of things to give you. Could we maybe..."
"No rush, Lord Hokage. I'm not expecting a reward immediately."
Garou smiled politely.
Hiruzen arched an eyebrow.
"...You're not?"
"Nope. Like I said before. What we need is an Innovative Ninjutsu Repository. A place that encourages everyone to create and share. I want this technique stored there."
Garou replied.
Hiruzen mulled it over.
There was merit to the idea. It would encourage creative thinking, especially among younger ninja. But the technique could have been a major exclusive reward.
Now it would be broadly accessible.
He weighed the pros and cons.
In the end, he wanted Garou's full thoughts.
"So... are you suggesting limiting how it's spread?"
"Of course not. But in the beginning, we could list it as a high-level reward."
Every ninja needed taijutsu, even medical ninja.
Using it as a merit-based reward made total sense.
And more than that, Hiruzen could see the long-term benefit.
Start with limited access to encourage growth, then open it up to contributors or heroes.
That way, the technique wouldn't fall into enemy hands and it would inspire innovation.
It was a sound plan.
Hiruzen smiled. "Alright, we'll do it your way. And don't worry, even if this technique doesn't net you a reward right now, I've got something you will want later."
Garou nodded. He wasn't doing this for profit, but it was nice to be appreciated.
"What kind of technique?"
"...Didn't you say you weren't looking for a reward right now?"
This kid changed gears fast.
"If it's something ordinary, I'll wait. But if it's a jutsu I'm actually interested in, then obviously it's better to learn it now."
Garou was blunt, as always.
Hiruzen gave him a wry smile. "I know a lot of techniques."
"Most are based on nature transformation. The ones that might suit you include sealing jutsu, barrier ninjutsu, and..."
"Lord Hokage, isn't it true that you have a jutsu that lets you spy on people using their chakra signature?"

"Who told you that?"
"No one, really. Just... during a few visits to your office, you forgot to hide it properly."
Garou pointed toward the crystal ball in the corner.
Hiruzen flushed.
'This brat is way too sharp. And not even a little bit subtle!'
He was momentarily speechless. Then, after a pause, he asked:
"Why do you want to learn that technique?"
"Because whoever created it clearly had the village's safety in mind, a way to monitor activity and keep tabs on personnel. It's a brilliant invention. I think it has untapped potential."
