Yes, they did not have such formalized state where one rulers rules all the Nurshira region but they see themselves as related and they see themselves as part of a big family

This unification and commonality only intensified when the Yan dynasty claims them to be the same

Whether it is a different tribe or not, to the Yan, they are all barbarians and Hu people

This in turn only make them closer. When the yan people finally conquered this land, they raped, pillaged and kill.

Of course, these Yan people has always been hypocrite.

When the barbarians come down south and inflict untold horrors onto their people, they forget that their government did just the same to their people.

Most tribes are peaceful.

They herd their sheep’s and they plant their fruits. There is fight about water and stolen Tayak, but they were not all brutal.

They live a rough life, exploited and harsh which only breed even more powerful warriors.

Why is there so many innate warriors all over the Steppe?

And there is only a few in Yan.

The cozier and comfortable the life, the lower the chance for it to produce a great warrior.

Murong clan and Tuoba calm are one of the clans that survived the massacre of Yan people.

Even though the massacre of the Hu had been done, the effect of that was the Hu could never trust Yan government ever again and instead of going to cities they go to mountains and hills, in secluded valleys and caves and it unite Hu people.

Before them, each of them a tribe of their own, a clan of their own.

Now, even if they have different tribes, and different clans, they considered themselves brothers of a different mother

Why?

Because they shared the same suffering.

They called all of them Hu?

Then they would all be Hu people.
