When we turned in the direction of that voice, we saw that there were guards that were standing there.

The two guards went to explain that there were a total of fourteen provinces in the Nine Tails Empire and that the province Wind Storm City was in was considered one of the larger provinces.

The two guards had confused looks at first before looking at me with strange looks.
