Wasteland Border Inspector-Chapter 275 - 123: Order and Rules, Ding Yishan’s Awakening!
What is the biggest issue with this opinion paper?
Actually, it doesn’t lie in the debate between contracting models, nor in the constraints on the Inspectors.
The real flaw lies in being overly fixated on the division and allocation of power, without laying out a clear goal.
More precisely, it’s the lack of phased goals that could show a clear path.
Reading through it, there’s a strong sense of urgency that seems to shout: if you don’t give this job to me, whoever else you choose will definitely screw it up.
But if the job is handed over, the opinion paper contains no achievable goals, only KPIs.
In more current terms, it’s like "outsourcing."
When Ding Yishan drafted this opinion paper, it should have been from the perspective of both parties.
But now, the opinion paper identifies three clear entities: Happiness City, the Inspection Station, and the Inspectors.
Happiness City only issues tasks, the Inspection Station only accepts and assigns tasks, and in the end, all the specific burdens fall on the Inspectors.
Not doing well? That’s because certain Inspectors are not capable, and it has nothing to do with the Inspection Station as the intermediary.
Doing well? The credit naturally goes to the Inspection Station for good training.
If this opinion paper is really submitted and approved, the Inspectors would be in trouble.
Doing the most dangerous work, bearing the heaviest responsibilities, yet having no clear objectives, and still having to take the blame if things go wrong.
By then, don’t even think about people willingly contracting the Outer City; no one will want to take on even the core area.
And with his subtle hint just now, Ding Yishan obviously realized the problem at once.
"Jiang Chuan might not have heard a part of what I said last night..."
Cheng Ye smiled faintly and turned his gaze back to Ding Yishan’s face, "Station Chief Ding, how about I supplement here, and you see if it’s appropriate?" 𝒻𝑟𝘦𝘦𝘸ℯ𝒷𝑛𝘰𝓋ℯ𝘭.𝘤𝘰𝘮
"Sure!"
Ding Yishan unconsciously straightened his back, his expression turning serious, "Inspector Cheng, regarding the resettlement of the migrants, a coordination meeting was held among departments yesterday. I intended to take this suggestion paper to today’s meeting for the department heads to review, to point out any flaws and perhaps gain some new perspectives."
"If you have better suggestions..." Ding Yishan paused, glancing at Jiang Chuan, "you go get paper and pen, record every word and sentence from Inspector Cheng."
"Yes, Station Chief!"
Jiang Chuan quickly turned around, pulled out paper and pen from the backpack at the door, and sat by Lei Hu’s desk in a ready-to-record stance.
From being called "kid" initially, to "Cheng Ye" later, and now "Inspector Cheng."
The progression of titles hid a subtle implication from Ding Yishan.
Falling on Cheng Ye’s ears, it made his heart skip a beat.
Indeed, he gambled right!
Since Ding Yishan was willing to show him this plan, allow him to give opinions, it means he doesn’t care at all about the so-called "Intern Inspector" identity.
Especially this final title of Inspector Cheng, it’s clearly indicating that he doesn’t want to discuss past grievances, purely standing from the Inspection Station’s viewpoint to consider the matter.
Understanding this, Cheng Ye took a sip from his teacup and slowly spoke:
"The number of migrants is just too large, even if the Inspection Station operates at full capacity, it’s impossible to accommodate everyone in the Buffer Zone. Moreover, just because they enter the Buffer Zone doesn’t mean Happiness City can rest easy. We need to ensure these people have housing and jobs to sustain themselves, to stabilize their hearts, this is the primary premise."
Ding Yishan nodded silently in agreement.
"With this premise, it’s undoubtedly impossible to have everyone enter the Buffer Zone, but if executing the Outer City plan, arranging migrants outside the Buffer Zone requires rule-setting first. But no matter how the rules are set, eventually you cannot bypass a core issue... who will take responsibility for these rules?"
"Migrants are not assembly line parts, even if influenced by the Wanderer, making everyone believe that Happiness City is the only place to survive, the Wanderers have not deprived them of their thinking ability. Once they reach Happiness City, they still have selfishness, fear, a natural tendency to band together, and furthermore, the ability to resist!"
Cheng Ye purposely slowed down his speech, articulating clearly.
Laying emphasis on certain key points, naturally bringing a sort of compelling force to think along: "Defining areas for them, distributing supplies, even setting up housing and providing jobs, these things are not difficult because when making these plans, everyone is a quantifiable number."
"The real difficulty lies in executing this plan, when disputes arise because of unfair resource distribution, when turf wars break out, who will stand up to stop them?"
"When construction is in full swing, if Infected Bodies infiltrate or infection sources spread among the crowd, who will stand up to clear it out?"
"When migrants cannot endure the hard days of construction and try to enter the Buffer Zone seeking change, who will stand up to stop these people?"
"Even if someone openly questions Happiness City, questioning the rules and plans we’ve set, who will quell this public grievance, who can handle this mess?"
Stop, clear, prevent, handle.
Four words, Cheng Ye deliberately stressed the pronunciation.
With heavier responsibility, there must be greater authority.
But one must never overlook, coexisting with responsibility are issues, risks, relentless pressure, and unbearable compromises and sacrifices.
