Chapter 50 - 50: The Five Turmoil
"We need to follow the example of the Fire Nation and establish a unified village. In the Fire Nation, all the ninja clans have moved to Konoha, forming the first unified ninja alliance among the five great nations. Look at our country—endless wars, year after year. If this continues, we'll be destroyed by the Fire Nation sooner or later."

"Then tell me—are you ready to take on Senju Hashirama or Uchiha Madara? If not, what about Uchiha Xiuyu?"
"Forget it... I don't have that kind of ability."
With a unanimous decision, the Yotsuki Clan led the establishment of Hidden Cloud Village and elected the First Raikage. His strength played a major role in his election—after all, even as the Warring States period came to an end, power remained the ultimate truth.
At the same time, the ninja clans of other nations followed suit, either pacifying conflicts or negotiating peace, leading to the formation of the other great Hidden Villages: Iwagakure, Kirigakure, and Sunagakure. The five great nations now had stable ninja-led governments, aligning themselves with their respective daimyos to solidify their rule. News of this shift spread like wildfire across the ninja world, soon reaching Konoha. A special meeting was called to discuss the matter.
Since Konoha itself was still newly established, its organizational structure remained incomplete. This meant that the meeting included representatives from every major ninja clan, including the Uchiha and Uzumaki clans. This time, Hashirama Senju personally delivered their invitations.
Even Hashirama understood that if he didn't deliver them himself, Madara and Xiuyu would likely ignore the meeting entirely. With their current strength, there was nothing in Konoha that could truly interest them.
Once gathered, Hashirama spoke first. "Everyone, thank you for coming. Today, we're here to discuss the establishment of the five major Hidden Villages, their development, and how we should respond."
As expected, the meeting was initiated by Tobirama and led by Hashirama. While Hashirama was a man of great power and vision, Tobirama was the true political strategist.
The biggest surprise, however, was the presence of Uchiha Madara and Uchiha Xiuyu, both of whom had been absent for a year. They sat calmly beside Hashirama, and no one dared object—after all, with the exception of Hashirama, the two of them could defeat everyone in the room with a single hand.
The tension in the room gradually eased when it became clear that neither Madara nor Xiuyu were looking for trouble. Many clan leaders had feared that the two Uchiha would seek revenge for past grievances. While their previous exclusion of the Uchiha might have seemed minor at the time, if Madara and Xiuyu had chosen to retaliate now, no one present could stop them.
The Senju had won the initial power struggle, and now, there was no turning back.
"Our goal now is to maintain balance among the five great nations," Hashirama continued. "Peace is fragile. I believe it's necessary to hold a Five Kage Summit to discuss our future and ensure stability. The most pressing matter is the division of the nine Tailed Beasts."
At the mention of the Tailed Beasts, every clan leader's expression changed. These creatures were walking calamities, their power on par with natural disasters. A single Tailed Beast Ball could annihilate an entire village—destructive like a nuclear bomb, yet without the fallout. Though everyone feared their power, they also coveted it.
"Distributing the Tailed Beasts evenly among the great nations will help maintain military balance and preserve peace," Hashirama proposed.
Many clan leaders were stunned. Their Hokage was willingly giving away such a significant advantage? Was he a fool? Of course, no one dared say that out loud.
Meanwhile, Madara and Xiuyu couldn't contain their laughter.
All eyes turned toward them. Hashirama, blushing, scratched the back of his head. "Do you two disagree?"
"No, no, not at all," Shuu replied with an amused smirk. "We think Hokage-sama makes an excellent point."
In truth, both he and Madara had expected this. Hashirama was an idealist—warmhearted and trusting. It was just a shame that so much of his immense chakra reserves were wasted on naivety.
Madara had no interest in offering his opinion. Even if he believed that unifying the five great nations would be a better solution, Hashirama and Tobirama would never agree. They would just label him a madman again. Besides, he had plenty of time—centuries, in fact. The fate of this little ninja world didn't concern him much.
Tobirama shot the two Uchiha a sharp look but remained silent, as long as they weren't causing trouble.
"The exact method of distributing the Tailed Beasts is still open for discussion," Hashirama continued, "but the Five Kage Summit must happen as soon as possible. Let's send notifications to the other nations and agree on a date. Does anyone object?"
"No objections."

With that, the first major decision of the meeting was made—the Five Kage Summit would take place.
"Now, onto the next topic," Tobirama interjected. "I propose the establishment of a Ninja Academy in Konoha, where children from both noble clans and civilian families can receive standardized ninja training. This will strengthen our future generations, foster inter-clan relations, and allow civilians to rise through the ranks."
A murmur spread through the room. The concept of a formal Ninja Academy was undeniably beneficial in the long run. However, in the short term, it meant weakening the monopoly of the traditional clans over ninja training.
Xiuyu quietly admired Tobirama's political acumen. This was a brilliant move—one that not only expanded Konoha's future strength but also subtly reduced the power of the old ninja families. He had to admit, Tobirama was far more efficient in handling such matters.
"What are your thoughts?" Tobirama pressed. "The Senju Clan will provide the initial funding, teachers, and curriculum. Of course, if any of you wish to contribute, that would be appreciated. If not, we'll proceed regardless."

All the ninja families present fell silent. Tobirama's proposal would undoubtedly increase the number of Konoha's ninjas and strengthen its overall military power. However, the plan required the major clans to provide resources to the ninja school in its early stages, effectively draining their own bloodlines to benefit civilians. Even for the most established families, such a sacrifice was no small matter.
Most of the clans were displeased. They were all experienced and shrewd—why pretend otherwise? Still, openly opposing Tobirama was unwise; crossing the Senju at this moment could be dangerous.
As the clan heads wrestled with their thoughts, Su Xiuyu, seated at the upper end of the room, suddenly broke the silence. "The Uchiha and Uzumaki clans are willing to support the ninja school by providing elite shinobi as instructors. Exceptional graduates may even be taken in as disciples, learning directly under our guidance."
The entire room was stunned. The first to voice support for Tobirama's proposal was none other than Uchiha Xiuyu, a high-ranking Uchiha leader. No one had anticipated such a move—not even Uchiha Madara.
Madara, however, knew Su Xiuyu well. He was always planning ahead, thinking several steps beyond the present. Trusting Su Xiuyu had his own agenda, Madara remained silent.
Tobirama quickly composed himself. "Then I thank the Uchiha clan for their support. What about the others?"
"The Nara, Yamanaka, and Akimichi clans also support this initiative. We are willing to contribute to the establishment of the ninja academy."
"The Inuzuka clan as well..."
One by one, the clans in the conference room pledged their support. With both the Senju and Uchiha backing the proposal, opposing it was no longer an option—not unless one wanted to be pushed out of Konoha altogether.
Tobirama wasted no time presenting his next proposal. "The second matter concerns Konoha's internal security. I propose that the Uchiha clan take charge of the village's security force."
This statement caught many off guard.
Su Xiuyu, however, had anticipated this move. In the original timeline, Tobirama had orchestrated the formation of the Uchiha Police Force to isolate the clan, subtly steering them toward a reputation for brutality. Over time, this would lead to their marginalization and eventual downfall.
Whether or not Tobirama's intentions were malicious was uncertain, but Su Xiuyu had no intention of shouldering this burden.
"I refuse," Su Xiuyu stated firmly. "The Uchiha are not suited for this role. The Senju or Inuzuka clans would be a better fit."
His blunt rejection momentarily stunned Tobirama. In truth, he had suggested the Uchiha for the security force as a form of compensation—an effort to grant them power within the village structure. He had not expected Su Xiuyu to dismiss the offer outright.
"...Very well," Tobirama relented. "We will table this proposal for now."
He moved on swiftly. "The third proposal is the establishment of a ninja ranking system. This will allow us to better organize missions in the future. I propose three ranks: Genin, Chunin, and Jonin, each assigned tasks based on difficulty."
"Agreed."
"Agreed."
With no direct conflicts of interest, the proposal passed without resistance.
"The fourth matter is the creation of a special assassination and tactical unit under the direct command of the Hokage. This unit will specialize in intelligence, counter-espionage, and high-risk missions. Recruitment will be merit-based, selecting only the most elite from all clans."
"Agreed."
"Agreed."
It was common knowledge that this unit, which would later become Anbu, would handle Konoha's most covert operations. As for protecting the Hokage? Many glanced at Hashirama, knowing full well that if anything, the Hokage would be the one protecting his guards.
Tobirama then introduced the final topic. "Lastly, we must form a Hokage Guard Squad to represent Konoha at the upcoming Five Kage Summit. As one of the five great nations, we must present a team that reflects our strength and dignity."
"Uchiha Izuna and Uzumaki Asaoka can take on this mission," Su Xiuyu stated decisively.
Tobirama raised an eyebrow. "Isn't Uzumaki Asaoka a bit young for this role?"
"I have no doubts about his ability," Su Xiuyu replied. "Asaoka has mastered multiple sealing techniques and is one of the most talented of the Uzumaki clan—second only to Mito in his generation. He also has a formidable summoning beast, making him more than qualified."
Su Xiuyu's firm response left Tobirama with no further objections.
"Very well," he nodded. "Izuna and Asaoka will represent Konoha. We depart tomorrow."
With the meeting concluded, Su Xiuyu and Madara made no effort to acknowledge the Senju brothers, instead heading straight back to the Uchiha compound.
With immediate concerns settled, Su Xiuyu finally decided it was time to return to his original world. It had been too long since he last checked in on his parents. More importantly, this time, he intended to bring Mito along. His parents had been urging him about marriage for a while now, and giving them some reassurance would put their minds at ease.
"Mito, I have something very important to confess to you," Su Xiuyu said, activating a barrier around them. Even in Konoha, it was always best to be cautious—especially with the ever-watchful Black Zetsu lurking in the shadows.
Mito tilted her head playfully. "You're not about to tell me you have a mistress, are you?"
Despite her lighthearted tone, she was visibly nervous. Her instincts told her this conversation would be significant.
Su Xiuyu's face darkened. "No, it's nothing like that."
After a brief pause, he took a deep breath and spoke. "The truth is... I'm not from this world. I was born in another."
Mito let out a small sigh of relief.
"That's all? I thought it was something serious."
Su Xiuyu was momentarily taken aback by her reaction.
Mito smiled softly. "I've suspected as much for a while now. You've always been... different. But that never mattered to me."
She reached out, intertwining her fingers with his. "No matter where you came from, you are the man I love."
For the first time in a long while, Su Xiuyu felt a deep sense of peace. He had finally told her the truth, and she had accepted him without hesitation.
