Kailen familiarized himself with the nine Arbiters.
Each possessed one of the special laws—darkness, space, gravity—with exceptional mastery that could be counted on a finger in the mid tier Civilisations, and was even rare in the high tier Civilisations.
And they were all at the rank 7 supreme stage dao level. They could not fight universe level lifeforms since they were not at the universe level. However, at the Dao level, they were untouchable.
However, none of them had a secondary profession. One even joked that Kailen was someone abnormal to be able to have such mastery in cultivation and focus on secondary Carrier professions at the same time, to such an exceptional level.
Kailen politely thanked them for their reception. He knew, however, that these guys were powerful. Five males and four females, a mixture of different races.
Each had unique auras and dispositions. Their presence somehow screamed danger.
Indeed. These fellows were not arbiters by accident. Neither of them were hostile, in expression or thought. Genuine, confident, unshakable in their own strength, yet respectful towards him.
They went on to explain to him the function of Arbiters over a meal.
Arbiters rarely appeared in person. Yet, their decisions shaped the very foundations of the mid tier Civilisations. A single decree could elevate an empire, crush a sect, or alter the course of entire clans. Most conflicts and rivalries went on unchecked, yet all knew the invisible boundaries set by the arbiters. To defy Alliance laws, or to cross someone under their protection, was to risk unimaginable consequences. Their power was not measured by constant presence, but by the certainty that, when they chose to act, no force could resist them.
Each of the Arbiters had entire resources at their disposal to help them in their cultivation and hone their law usage at the Dao level.
Apart from their duties as Arbiters, they were preparing to break through to the universe level. Each of nine had been at the Dao level for centuries.
"Breaking into the universe level is not simple. One needs to stabilize your law foundation at the rank 7 supreme stage dao level steadily, a process sometimes requiring centuries. One has to attain a special state called consummate law stage. It’s a strange, inexplicable state. When one gets to that state, you will subconsciously know it. After that, one can consume a beginner stage universe level talent enhancing elixir, then attempt law sublimation to break into the universe level," one arbiter, a female space law user, said. Currently, they were in a large hall, familiarizing themselves with Kailen.
"This is why we are still Arbiters. We are still trying to get to the consummate law state. The moment we become universe level lifeforms and are chosen as disciples by a supreme, other Arbiters will fill our place," another said.
"Arbiter Darkhaven, we heard some of your friends have special laws and are very capable. Perhaps, if they manage to reveal outstanding track records in the future, the Supremes may make them Arbiters when we are beyond the role," someone added.
"Usually, there are supposed to be nine arbiters but... you are too exceptional. This is why the supremes made an exception and created a tenth office. My guess is when you get to the universe level, the arbiter seats will revert to nine again," another arbiter pointed out in agreement.
Kailen nodded.
The arbiters went on to give Kailen a clear overview of the role of Arbiters in dealing with the vimodials in the mid tier Civilisations.
Turns out arbiters rarely made a move with respect to the vimodials. This was because supreme stage dao level lifeforms at the extreme zones of the Frontlines of the empires dealt with supreme stage dao level vimodials.
Also, the Frontlines HQ bases handled the weaker vimodials.
It was only in very rare situations where even the intervention of rank 7 supreme stage dao level powerhouses at the extreme zones could not deal with extremely powerful supreme stage dao level vimodials, that the arbiters would make a move.
Kailen got the whole gist of the situation.
It made perfect sense.
After this conversation, he thanked the Arbiters and left to his residence.
The residence was literally a whole planet full of estates, training facilities, amongst others.

Kailen sighed.
What was he supposed to use all this space for?
Never mind.
The attendants could just fill up some of the villas.
Also, some of his shadow creatures decided to spare some time and occupy the villas for themselves with their humanoid forms, just to keep the place lively.
He chose one manor by a beach for himself and stayed in it.
Kailen engaged in virtual conversations with his grandparents, Old Ha, his granduncle, the Atrexia couples, the Esimo couple , among others.
They were all over the moon about his arbiter position, and the fact that the Arman and the Astral Empires had been made Mid tier Civilisations.
The Arman Empire and the Astral Empires had spread their territories across several newly discovered planets across several galaxies, with intelligent lifeforms, and incorporated them into their new territories.
Plus, the surrounding low tier civilisations, Tian Xu Empire and the others, were divided amongst the Arman and the Astral Empires peacefully.
The vimodial contractors reduced causing trouble for the low tier civilisations and worlds in the Arman Empire and Astral Empire territories significantly out of fear for the tenth arbiter, backing them. They were very careful and covert in their actions, not daring to strike recklessly.
After his conversation with them, Kailen used his extremely high clearance level to search for a product he had on his mind for a very long time.
But he could not find it, even on the Universe Chamber of Commerce’s VIP platforms.
"Golden finger, is it possible to make alchemical products that can make my loved ones who cannot awaken have immortal lifespans?"
The time dilation artifact replied.
"Naturally, it’s possible to make products that can extend their lifespans for an extremely long period of time as a rank 9 alchemist, but it’s naturally impossible to make a product that can grant them immortality. They are not awakeners, after all. However, as long as you manage to obtain comprehensive knowledge of alchemy level 9 from me and become a rank 9 alchemist, you can make an alchemical product that can grant them immortal lifespans, keep them young and healthy as long as someone does not kill them."
Kailen heaved a sigh of relief. With the time dilation artifact, of course, the impossible would be possible.
But he had to become a rank 9 alchemist for that to happen.
"Also, when you get to the rank 1 supreme stage universe level, I will tell you everything you need to know about myself," she added.
