Binjiang Police Affairs-Chapter 1125 - 20: Temporary Assignment!
The fitting-out pier on the west side of Shenglong Shipyard's dock has now become the supervision pier for the Water Anti-Smuggling Action Command Center. The cargo yard on the pier has thus become the monitoring site for Customs and a temporary storage site for confiscated suspicious materials.
Due to the insufficient manpower at the border inspection station, over thirty officers were transferred from the Binjiang Branch of Armed Police to assist Customs and the police in overseeing the containers and other seized goods that are about to be inspected.
The container-style mobile house that was used during the flood resistance at Beihu has been repurposed as a supervision office.
The newly equipped crane at Shenglong Shipyard has begun operations, but it hoists Customs-detained containers instead of installing various mechanical equipment onto ships.
Inspecting the containers is not as simple as just opening and looking inside, especially when it involves various ores and chemical raw materials. Visual inspection alone cannot identify what they truly are; samples need to be sent to competent institutions for testing and analysis, which means the process will take relatively long.
Inspection is critical because improper examination can lead to loss of national tax revenue.
However, while inspecting, the interests of the shipping company must also be considered. Every day of delay results in a day's economic loss for them, so the highly suspicious 500 tons of molybdenum concentrate need to be hoisted ashore quickly to allow the cargo ship to queue for port entry and facilitate the customs procedure for other onboard cargo.
Imported mineral resources are generally transported by bulk carriers, and packaging is relatively simple.
For example, iron ore is not packaged in any way.
Expensive copper concentrate is usually bagged and directly hoisted into cargo holds.
The molybdenum concentrate seized today is quite special; not only is it packed in large iron drums, but the iron drums themselves are placed inside containers.
A large container can store twenty tons of cargo; however, the weight and shape of the iron drums prevent full utilization of the container's capacity, resulting in only fifteen or sixteen tons of molybdenum concentrate in one large container.
There are thirty-four containers in total, which are typically loaded and unloaded quickly.
However, some containers are at the bottom, and considering the ship's balance, it took a full hour and a half to hoist all thirty-four containers ashore.
Han Yu once again transformed into a pilot, standing on the bridge to guide the Hong Kong vessel's crew and the assisting Linggang Tuo 001, safely leading the vessel to the Binjiang Quarantine Anchorage for additional checks by the Port Supervision, Customs, and Commercial Inspection departments. 𝑓𝘳𝑒𝑒𝓌𝘦𝘣𝘯ℴ𝑣𝘦𝑙.𝘤𝑜𝑚
As night falls, it's time for the anti-smuggling teams at various fronts to clock out.
Han Yu won't be returning tonight due to some planned activity; he will take the transport boat of the Port Supervision Bureau's Water Rescue Center to disembark from Yingchuan Port and head towards the city with the long-awaiting senior, Old Zhang, and Old Ding.
As the actual person in charge of Longgang Rice Industry, Old Zhang is quite formidable now; not only does he have a dedicated car, but he can also drive with a driving license, which makes Old Ding envious.
"Uncle Zhang, is Uncle Li not attending tonight?"
"He has bone hyperplasia and just had an operation. Although the doctor advised him to exercise more, his wife Old Chen wouldn't let him go out, so he has to stay home obediently."
Tonight can be considered the family banquet of Old Yanjiang Police Station and Old Bailonggang Police Station. Li Weiguo's absence is truly regrettable.
However, compared to Old Li not being able to drink tonight, Old Zhang is more curious about the ongoing anti-smuggling operation, asks with a smile: "San'er, Ningning, I heard you seized dozens of containers today?"
Before Han Yu could speak, Han Xiangning chuckled and said: "It's not us who seized them; we assisted Customs in the seizure."
"Did you hoist them to Zhehai Boss's shipyard?"
"Hmm, where else to stack them?"
Having worked in the dock for so long, Old Ding, who can be considered the actual person responsible for its construction, though "transferred" to be the "Director of Management Committee" at Sanhe Heroes' Cemetery, still has feelings for the dock and curiously asks: "How are the fees calculated for the pier, loading and unloading, and site occupation?"
Seeing the senior turn around and look, Han Yu quickly smiled and said: "Since it's an inspection, the Customs inspection fee needs to be paid. However, these fees are generated by the Customs inspection, not collected by Customs."
Listening to this made Old Ding a bit confused, and he asked with a smile: "Isn't this the same thing?"
"Not quite."
Han Yu patiently explained: "Customs doesn't charge a penny during inspections. But the owner and agent must relocate the goods to the designated inspection site, split the packaging as required by Customs, and in this process, the costs incurred using pier resources and labor should be borne by the owner.
These inspection-related expenses have many charging departments, and the settlement methods between the cargo agents or clearing houses and these charging departments vary. Some are paid in cash on the spot, where the charging department issues a receipt specifying the cargo expenses, while in some places it is settled monthly, without separate invoices.
Thus, when cargo agents or clearing houses encounter skeptical owners, they cannot provide specific invoices issued by charging departments for inspection fees, only various costs listed clearly. If the owner distrusts the costs stated by the cargo agent or clearing house, he can only verify with the respective specific charging department."
Old Ding mused: "So you're saying Zhehai's boss won't suffer any loss; he has profits to make."
"Not only will Shenglong Shipyard not lose, but even Jack Zhang will make profits. Because a tugboat was used, and now it's under his shipping company's management, he surely earns money."
"How about you, do you receive towage fees for piloting?"
"No."
"Why not?"
"Guiding the vessel to the shipyard berth for unloading and inspection is part of the anti-smuggling work, unlike last year's major repairs on foreign ships, which wasn't part of my official duties, so I can't earn money."
On this matter, Han Xiangning couldn't help but smile: "However, Chief Liu and Director Zeng mentioned that although piloting is a basic duty, there's a stipend for each pilotage. San'er will receive a stipend based on the Pilot Center's standards for pilotage distance and time in the anti-smuggling piloting process."
