Well, in fact, even if they knew the universal language, they probably wouldn’t use it unless they were facing other races just like them.
In the Federation, all citizens were required to learn it while they were at school; however, they also don’t use the universal language at all, but rather use the Federation’s language.

Following Layton’s order, Storm quickly went in the direction that was detected. In just a minute, they managed to arrive at the place Storm had mentioned. And below them, they could clearly see the ’people’ that Storm had detected.
As they had thought before, the people they were seeing were obviously not humans like the people in the Federation, but a different race.
The people they were seeing below them had pointed ears and green markings on their arms and foreheads.
They had white skin and green hair with different gradients; some had light green hair and some had dark green.
"Are they elves?" Ryzel asked with some doubt while looking at the people with pointed ears who were gathering plants around them.
"But the elves that I have seen in photos were all tall, and most of them had golden or white hair," Ryzel added.
"Yes, they probably aren’t the same. Even though both races have pointed ears and white skin, they probably belong to a different race, especially if they’re indeed the people who have special mental powers.
I met elves before when I was younger, when an explorer ship of theirs passed through the Federation. The elves have a different power system than ours, as they don’t even rely on mental powers."
"And the elves are also a very advanced race. Their culture is very rich, with a lot of different things they can use for their convenience and for their necessities, like their spaceships.
So, no one would probably wear such simple clothing among the elves, especially when they’re obviously still very young."
"I see," Ryzel said with a nod.
He hadn’t seen much news about the different races the Federation had already discovered because their existence was rarely seen.
They already knew that different races were living in farther places away from them. Most of the races wouldn’t even bother contacting each other because the distances between their living spaces don’t overlap.
So, they had only welcomed a few different races into the Federation, and most of the people they had met were explorers of their race surveying the areas around them or researchers interested in things most people wouldn’t understand.
Because of this, most citizens in the Federation only knew that they shared common enemies: the Zergs.
As just a student until recently, he hadn’t had a chance to be in contact with different races, which is why he only knew a few things about them—unlike Layton, who obviously knew a lot.
"If they’re not elves, do you recognize them from the list of other races in the Federation?" Ryzel asked again, because he knew that the higher-ups in the Federation probably haven’t released information on every race they had been in contact with.
"No, I haven’t seen such people among the races the Federation has been in contact with."
"Oh, then we can only observe them for now," Ryzel said and continued looking outside.
Thankfully, they also had noise blockers; that’s why both of them could still talk to each other even though they were only a few meters away from the ten people they had seen.
If not, Ryzel knew he couldn’t keep observing others for a long time while being silent, because even if he wasn’t speaking, the sounds of their movements would still be heard.
At least they didn’t have to worry about such things and could openly observe the people below.
The ten people below were all wearing simple garments that seemed to be made from trees or other plants.
Ryzel also couldn’t see anything that could be considered a technological tool around them.
They were just picking plants with their hands, but even though they only used their hands, it was obvious they were very skilled at it.
Ryzel could see that they were picking up the plants with ease without damaging them, selecting exactly what they needed.
Ryzel and Layton continued observing the people below without hearing anything from them.
After two minutes of silence, the people below finally started talking to each other.
But even though they heard them talking, they still didn’t understand it at all, which was obviously because they weren’t speaking the universal language.
"Storm, start recording and analyzing their speech for translation," Layton ordered.
"[On it,]" Storm said. Ryzel could see that it had indeed started recording and analyzing the speech of the people below, as it showed its progress on the small screen on the left.
Storm still needed to keep recording and analyzing the conversation so that it could successfully start translating what they were talking about.
Of course, both of them could also do it, but the computing power of Storm, as one of the highest-level AI mechs, was still a bit faster than them.
But even with Storm ready to translate for them, both of them also continued observing the people below and began picking up their speech patterns so that they could learn the language, too, even if they learned it later than Storm.
