They are vast in number and not confined to City No.14, and they seem to have mysterious backing, making their strength formidable."

"The last faction, in name, holds the highest power in the city, which is the City Council.

This council is essentially established by those aristocrats from other cities controlled by the Intelligent God, who are unwilling to lose their power, through remote manipulation and interest transfers.

Though they possess nominal leadership, due to lacking enough local military support, they have been the weakest among the three."

"However, this balanced situation began to subtly change three days ago when those mysterious Reincarnators started entering City No.14 one after another.

The City Council, leveraging their nominal influence and vast resources, immediately recruited many Reincarnators as external aid.

This has introduced new variables into what was a relatively stable power structure."

"The main purpose of today's city meeting we are going to attend is to reestablish the dominant power positions of each faction under the new circumstances."

As they spoke, the two had reached the end of the corridor, and Quentin respectfully pushed open the heavy alloy door for Lu Yan.
