Spielberg shook his head. "There isn’t one... Someone suggested copying Ideal City’s model and forming a council so that we can govern ourselves without a ruler, continuing the tradition of no human lord in Boulder Town. However, we feel that Ideal City’s system isn’t quite right for us, at least not yet."
"You’re right about that." Chu Guang nodded and continued, "That would just be creating a new inner city."
"So, someone proposed that the militia and Worker's Union each elect a representative and rotate the role of city lord... but Joey thought having a militia representative serve as city lord was a bad idea. He believed there were opportunists within his ranks. Right now, we haven’t decided yet. For now, we’ve set up a Crisis Committee and are drafting a constitution before slowly transitioning to a new government."
Spielberg added sheepishly, "They also asked me to check if you... would be willing to take over this mess. We’ve seen your constitution, and what we want is pretty close to what you’re already doing."
The rules of Ideal City were poison to nearly everyone in the wasteland except for Ideal City itself, but the New Alliance’s motto was a perfect fit for the reborn Boulder Town.
They were only 20 to 30 kilometers apart. Drawing lines between them felt unnecessarily divisive.
Yet the mess left behind by the inner city residents was enormous. They were basically beggars, ashamed to even ask to move in under the same roof.
Seeing Spielberg’s nervous expression, Chu Guang felt a tangle of emotions. He had originally just wanted to poach a few people, not bring down the whole wall.
Still... He certainly wouldn’t abandon them now.

Spielberg looked at him in delighted surprise. "You’re going to agree?"
Chu Guang nodded. "But we won’t let you join immediately. You’re a settlement of 500,000 people. We need a stable transition period, and we hope you understand."
Spielberg nodded quickly. "I understand! I’m not the only one either, others will understand too. If we opened the great wall now, Clearspring City would be flooded with marauders."
"Not just them," Chu Guang added, "There’s also the Tide that will arrive next year. We need Boulder Town’s fortress to help shoulder some of the burden. Who’s the representative for the Worker's Union?"

Chu Guang paused, his expression turning strange. "Isn’t he a carpenter?"
Spielberg widened his eyes in surprise. "You know him?"
"No... It's nothing." Chu Guang shook his head.
Maybe it was just a coincidence.
History was always a convergence of countless coincidences into inevitability.
After a moment’s pause, Chu Guang looked at him seriously and said, "I'll give you a copy of our laws. You can consult everyone and make some amendments. Also, I’ll send some specialists to help. Some are from the House of Refugees, some are experts from the shelter... They can help you deal with practical problems."

Miracles like that were rare, but since it happened, it should be allowed to continue.
The original residents of Boulder Town said there was no living city lord. As such, their wishes should be respected.
Spielberg was a bit disappointed, but also felt that what Chu Guang said made sense. It could also help calm some internal voices that still distrusted the New Alliance, after all, the Worker's Union would rather elect one of their own than have the New Alliance choose a new overlord for them.
To think the New Alliance didn’t even care who among them stepped forward as a representative... They never had any intention of playing lord over them.
Spielberg felt a weight lift off his chest. "That said... We hope you can take over the militia and their equipment stockpile as soon as possible. Joey’s a good man, but at a moment like this, good intentions aren’t enough."
Chu Guang nodded. "No problem. I’ll deploy the First Corps and the Burning Corps to maintain order and help reorganize Boulder Town’s militia. From now on, their salaries will be paid by the New Alliance’s logistics department."
Silver coins were already circulating in and out of Boulder Town. A good portion of the Burning Corps had also made their way inside. The job wouldn't be too difficult.

The Boulder Grand Building had collapsed earlier that morning. There was no doubt he was gone.
Seeing the sorrow in Spielberg’s eyes, Chu Guang pondered for a moment before speaking slowly, "My assistant told me that when he left, he had no regrets. He was glad that you all found a conclusion he had never predicted."
"If you don’t want to disappoint him, then carry his memory forward. Walk into the new era!" Chu Guang finished.
