Loli was worried because Lin Fan had been out for a long time and wasn't answering his phone, so she braved the rain to search for him.
It was late at night, and with the stormy downpour, Loli, unfamiliar with this area, quickly got lost. When she followed the noise, she discovered that a flash flood had formed on the street corner due to the rainstorm, and a group of people was frantically looting something in the current.
Nearby, a man and woman, seemingly a couple, were kneeling on the ground, their voices hoarse from shouting, "Stop taking our stuff, please! Return it to us!"

Loli approached, stopping in front of the couple, and asked, "What happened?"

Trying to make their conscience uneasy was a futile hope.
Loli rushed forward, kicking out her foot to trip the man who had just dodged the husband, causing him to fall face-first into the mud with his goods, cutting a sorry figure. The bottles dropped from his grasp, some breaking, releasing a strong aroma of liquor, but it was quickly washed away by the rain.
The man was enraged and embarrassed, turning to find a woman had floored him, his anger flared further: "Bitch, what the hell are you doing…"

"Don't move, police!" Loli said sternly.
The man, in pain and hearing Loli declare herself as police, was scared stiff, not daring to make any sudden moves.
Loli shouted at the looters, "Police! All of you, stop immediately! Or I'll have each of you thrown in jail! Do you want to spend the night there?"
Loli's shout finally got the attention of the looters. Hearing that the police had arrived, panic set in among them.
"Listen to my orders, return what you've taken to this couple. My partner will be here soon. If you don't comply, none of you will escape. If you're willing to return the items, I can be lenient and let you go!" Loli continued to shout.
She feared that being alone might embolden them, so she bluffed about having a partner coming.
The bluff worked, and they were too frightened to act recklessly. If Loli had been alone, some might have risked grabbing the items and fleeing. But hearing that she had a partner, they didn't dare take the risk. What if they didn't escape and got caught by the police?
They had dared to loot because they felt unrestrained. Late at night in such weather, no one would stop them, and the couple was powerless against the crowd, allowing them to act with impunity.
