Ōnoki, an old ally of the Fourth Raikage, stood with arms crossed, pointing at the Raikage and scolding him unapologetically.
His fiery tone carried a hint of mischief, but the point was clear-he wasn't backing down.

The Fourth Raikage's face turned crimson with anger, but when his eyes landed on Hyuga Hinata, who sat composed at the top, he grudgingly suppressed his rage.
At that moment, Terumi Mei gently covered her lips with her hand, stepping forward with a delicate smile to ease the tense atmosphere.

Instead, he chuckled and proposed, "Terumi-san is absolutely correct. Since everyone's intentions are already laid bare, why not distribute the burden evenly? Each faction contributes 2,000 ninjas. Fair, isn't it?"
The suggestion gained swift approval from the others.
Only Kakashi cast a skeptical glance toward Senju Hashirama.
Seeing the man's lack of reaction and his ever-cheerful demeanor, Kakashi sighed internally.
'Sometimes, I think Uchiha Madara wasn't entirely wrong. Lord Hashirama is far too naive to be Hokage," Kakashi lamented his frustration mounting. "If only Lord Tobirama-or even someone else were here...'
To Kakashi's surprise, Hinata spoke up, her calm tone breaking the tension. "Then let each of the four factions contribute 2,000 shinobi, and the Fire department will provide 3,000-a slight increase to maintain the order among the troops."
Her decision struck a balance, offering Konoha a small but significant advantage. Kakashi exhaled in relief, while Ōnoki, Gaara, and others reluctantly nodded in agreement. They couldn't really refuse at any rate. It was good that it was just 1000 more, instead of 50% of the forces belonging to the fire department while they divided the rest.
As for Hashirama? He simply chuckled to himself as he remembered one time when he beat up Madara and the latter had to pay for his lunch for one full week with a sour face.

Over the course of two weeks, he drank himself into a stupor daily, leaving his responsibilities to King and intentionally lulling Uchiha Madara into a false sense of security.
Madara, however, was far from complacent.
Within the Flower Capital, he listened as his subordinates reported on the mining progress of seastone and relayed recent intelligence.
These warriors weren't revived through [Impure World Reincarnation]-they were native samurai of Wano, now rebranded as ninjas under Madara's command.
Gathering loyal followers had been effortless for Madara, whose charisma was unparalleled.
One report caught his attention:
"Madara-sama, the decline in mining production recently is due to a woman claiming to be Kozuki Oden, who has been sabotaging our equipment."
Madara waved a hand dismissively, his expression indifferent.
"Don't concern yourself with that clown. That woman is Kaido's daughter. Let her play her
games I'll deal with it by handing the bill to her father later."
The subordinate hesitated, impressed by Madara's confidence.
Few in the world could compel Kaido to pay reparations, but Madara was undoubtedly one of
them.
In the past, Madara might have personally confronted her and her father, but with the imminent arrival of the Ninja Alliance, he found the idea unnecessary.
Standing by the window, Madara's lips curled into a faint smile.
"Hashirama, my eternal rival... Don't disappoint me this time."
