When the uniformed Black Whirlwind entered the black market, everyone was dumbfounded.
Historically, only a few special agents would enter the steam factory unless there was a significant criminal case, and they were usually undercover.

This is the unwritten rule both "officials" and "gangs" adhere to: I won’t completely eradicate your black market, and you’ll simply "hide" and "run." Generally, there won’t be retaliation against the law enforcers themselves or their families.
