Originally established by a group of Grand Mages who desired to avoid mundane affairs, along with the enigmatic Lamp Gods, they exchanged and learned from each other. Notably, in other zones, the city names and City Lords of the Seven Cities Alliance are identical. In the yet-to-launch National War Zone, the Seven Cities Alliance has a main hub, Seven Cities Federation City, where players from all nations can meet.

Given the Seven Cities Alliance’s mission of research, study, and ascending to the Divine Domain, the Grand Mages show disinterest in managing affairs. Each city adopts a rotating presiding system for governance, with the current presiding city being Holy Crown City, essentially representing the Seven Cities Alliance.
