The "Chuansi River No. 3 Tourist Boat" in Changde, Hunan is becoming a new focal point in this round of the outbreak. According to a summary of official reports, as of midnight on July 30, the Chuansi River No. 3 Tourist Boat has been linked to 15 new COVID cases. These 15 people come from five places across two provinces.

Official reports indicate that on July 30, one asymptomatic case was announced in Changde, Hunan; four asymptomatic cases in Zhuzhou, Hunan; one confirmed case in Xiangtan, Hunan; and two asymptomatic cases in Ningxiang, Hunan. All of these cases were linked to the Chuansi River boat in Changde.

The discovery of this chain on the Chuansi River boat came to attention with the announcement of local patients’ epidemiological findings, and it is still related to Nanjing Lu Kou Airport.

On July 29, Ningxiang City in Changsha, Hunan, reported one case tested positive for COVID-19, who had traveled on the Chuansi River No. 3 boat with three cases confirmed on July 27 in Sichuan and one asymptomatic case announced in Changde on July 28. The preceding confirmed cases had traveled to Zhangjiajie first, where their movements coincided with those of infected persons reported from Dalian, Liaoning. The three asymptomatic cases related to Dalian had transferred flights and stayed for about two hours at Nanjing Lu Kou Airport while traveling to Zhangjiajie.

Subsequently, many tourists on the boat were found to be COVID-positive, tracing their activity paths shows that the Chuansi River No. 3 boat is an important meeting point. These COVID-positive passengers were either diagnosed or asymptomatic.

The Chuansi River boat is enclosed, and Changde City has entered an emergency state.

Chuansi River is an ancient canal crossing the main urban area of Changde City, Hunan, known as Changde’s "Golden Belt." According to Tencent Daxiang.com, at the opening ceremony of the Changde Tourism Festival on October 17, 2016, a water sightseeing bus (Note: the Chuansi River boat) made its first night sail on the Chuansi River, the bus was designed referencing a German vessel type, crafted and operated by Old Captain Company. The maiden voyage route spans a length of 18 kilometers and takes about 50 minutes.

According to the WeChat public account "Biyu Chuansi" of Changde Chuansi River Cultural Tourism Area, the "Water Sightseeing Bus" was opened to the public on October 18, 2016. The boat is 17 meters long, 4 meters wide, with a water height of 1.9 meters and an interior height of 1.85 meters, accommodating 43 seats with a fully transparent glass ceiling.
