Bai Zhongqi had not lied; he indeed did not want to be an aggressor. Neither Iridium Star nor the Star Alliance could be considered militaristic. Influenced strongly by Earth culture, the Star Alliance was particularly inclined towards defense in war, and against unjust external wars, oppositional public opinion and moral disagreements would arise.
"During this exploration mission, we’ve also roughly determined the number of planets within the Two-Star Region suitable for habitation by our Primate Clan from Iridium Star and Earth. Within the Two-Star Region, there are a total of 119 habitable planets, with 11 alone in the Danlu Interstellar Cloud, including Earth, Emerald Sea Star, Lieque Star, Tianju Star, and Eden Seven Stars—making it the star region with the most habitable planets. Of the remaining 108 habitable planets, 44 are controlled by other civilizations, and 15 have intelligent life and some native civilizations, while the rest of the habitable planets are devoid of intelligent life," Xu Lanzhou informed Bai Zhongqi.
In a very short time, the Star Alliance had managed to roughly survey all the planets within the two star sectors, which naturally required a tremendous effort. Not only had the Universe Army deployed more than half of its spaceships for reconnaissance, but nearly two thousand ships from the Silver Feather Army were also involved in the exploration mission.
Upon hearing this, Bai Zhongqi revealed a slight smile, saying, "So there are at least 49 habitable planets just waiting for us to plant our flags, aren’t there?"
The Universe Army had already essentially completed a detailed marked version of the holographic star map of the Two-Star Region, and Bai Zhongqi observed that most of the interstellar civilizations were located within the Bi Star Cluster and the neighboring star regions. Like the interstellar cloud, the Bi Star Cluster is a natural standard star region as it is a moving star cluster.
Besides the relatively clustered habitable planets inside the Bi Star Cluster, there are also many habitable planets in the border area between the Xunyi Star Zone and the local Bubble Star Region—Lingge Star, Gigite Star, and Taoran Star are all within this area. There are other scattered habitable planets in various places, but clearly, in terms of development value, areas with clusters of habitable planets are better.
This is also why civilizations flourish more in denser material areas of the galaxy, where it is relatively easy for civilizations to access habitable planets and resource planets beyond their mother stars, thereby obtaining essential supplies for further development. Meanwhile, the local Bubble Star Region and surrounding Xunyi, Raoer, and Pusan Star Zones are material voids. In gaming terms, these would be naturally disadvantaged spawn points.

Bai Zhongqi, with his arms crossed, pondered for a moment and said, "We are not afraid of those people in the High Council; we are not members of the High Council, nor do we need to abide by their principles. However, we also will not casually become aggressors; for planets with native civilizations and intelligent life, we can colonize lands they have not yet developed. If they are willing to join us, we welcome them to join the Star Alliance."
Xu Lanzhou found Bai Zhongqi’s decision somewhat disdainful; the Iridium Star United Empire’s approach in the First Universe was much more domineering. Iridium Star does not invade interstellar civilizations, but when encountering native civilizations that have yet to explore the universe, they generally force compliance through military might, compelling them to join the United Empire or become its tributaries. They then undermine the structure of the native civilizations through technology transfer, cultural export, and various other means, eventually making these tributaries part of the Empire.
The Star Alliance had also done somewhat ignoble things on Lingge Star, but at least Lingge Star was liberated from the Teizene Lizard People by the Star Alliance, and they had put forward military trusteeship.
Bai Zhongqi made it very clear to the two Military Generals in charge of the exploration activities, "In the local Bubble and Xunyi Star Zones, most places are undeveloped. The Star Alliance now has strong capabilities; our strength indeed isn’t enough to colonize dozens of planets, but planting flags is definitely doable. We need to plant flags on all 49 planets without intelligent life, establishing a planetary outpost, stationing a small force of bionic humans, and setting up certain military capabilities—even if we don’t use them immediately, the distinction is important to establish. As for the 15 habitable planets with native tribes in their primitive stages, we should simply take over. When dealing with the locals, we can employ relatively flexible tactics. As for those with feudal or even industrial native civilizations, we’ll take a slow approach, first establishing a presence, then subtly transforming them into a part of the Star Alliance."
Bai Zhongqi added, "It’s the same for resource planets with high mining value; we’ll first plant our flag to assert ownership, and there’s no harm in working on them later."

Bai Zhongqi made no effort to conceal his voracious pursuit of territory, willing to keep acquiring new planets even though the Star Alliance couldn’t properly exploit the hundreds of planets within the Danlu Interstellar Cloud. This action bore very little difference from the historical European colonizers claiming land in the New World.
Bai Zhongqi thought of his approach as fairly restrained, since he completely avoided encroaching on any planetary systems of neighboring civilizations, even if only one out of five or six planets hosted a civilized population.
However, his grand gestures still drew strong attention and anxiety from several civilizations within the Bi Star Cluster. Before, these civilizations were about equal in size, able to balance each other’s power. But suddenly, a tiger descended the mountains; though it did not devour them all, it bit off their surrounding territories one piece at a time.

The Bi Star Cluster, with over 300 stars and nearly two thousand planets, is a relatively large star region. Despite hosting over a dozen star civilizations, there are still a few habitable planets not controlled by any of them.
With Bai Zhongqi’s Colonization Order, Star Alliance ships quickly established colonies on three of the habitable planets with intelligent life within the Bi Star Cluster, and also directly sent people to establish colonies on two other uninhabited habitable planets. Even though Bai Zhongqi could only spare one construction unit per planet, the impact was significant.
On those planets, after the Star Alliance established colonial sites, they also built orbital facilities around them, an operation that appeared massive to other civilizations, stirring up their panic.
