I let out an extraordinarily long sigh after hearing Szur's story. My eyes looked at Robyn and Zroc standing in front of me.
"So, now that woman is being treated at the clinic, guarded by madam Velvet and her guards. They are afraid that the woman is going crazy again." Szur ended his report. "So, now all you have to do is give the appropriate punishment, my lord."
"Put them in the cells for two weeks," I replied, too lazy to think of a punishment that would suit them. My mind is too tired. "I have no problem with public nudity, but this happened without her consent. She was under the influence of a substance. And luckily, this is all that happened."
Zroc raised a hand. "May I make a defense, my lord?"
I sighed a second time. "What do you want to say?"
"The jiggles of that woman's boobs are so hilarious. You won't stop laughing if you see it in person."
I was stunned and could hear the succubi and minotaur guards on either side of me giggling.
"What kind of defense is that!?" Szur pointed at his subordinate. "That means you don't understand your mistake!"
"I'm not going to add to your punishment since you amused me a bit." My mouth let out a little chuckle. I then spoke to the two minotaurs behind the perpetrators. "Take them to the cells."
"I'm sorry, your highness." Robyn looked down. She wiped her tears and walked away.
"Perhaps we need to put a justice system and necessary regulations in place, my lord." Szur walked toward me. "This is so you can concentrate on doing other things."
"I've been thinking about that, Szur." I yawn. It's rare that I feel sleepy in this world. Maybe everything I've been doing lately is too boring. "But, making something like that isn't easy, and my hands are full."
This sounds ironic, indeed. I became a demon lord because I didn't want to follow the rules. However, after a while, I realized something. For a colony to run well, several things must be regulated.
The mare general smiled. "Well, I have a solution to help you, your highness."
I raised an eyebrow.

In the meeting room, I listened to another long explanation that made me even sleepier. Even so, I tried to keep digesting what the man with gray hair was saying.
"So, the point is, we have to make some sort of council represented by each social class, huh?" In the end, that's all I got from Mason, the ex-judge.
"T-that's right, lord Vorn." The man wiped his sweat for the umpteenth time. He had been looking so nervous ever since. "In Ashenburg, judges come from noble families. It's so unfair because they don't know the lives of ordinary people. In addition, they are usually biased when it comes to nobles versus ordinary people. The rules there are also more favorable to the nobility."
I folded my arms across my chest. "But in this place, we don't recognize the system of nobles and commoners…."
I froze because an idea popped into my head. "Perhaps each race should have a representative on the council. I found interracial cases several times."
"Yes, the most frequent are succubus and minotaur. Many succubi protested because the minotaurs kept forcing more sex, even though those succubi didn't want to." Szur, sitting next to me, chuckled. Then he started counting his fingers. "Mares, succubi, minotaurs, shapeshifters, bwisters, undeads, and humans. There are seven to represent, my lord."
"Undeads that have common sense are very few in number. There are only three here. A, B, and Emily." I'm starting to find this discussion interesting. "They don't need to be represented, nor do the other races who might come here in small numbers. They will not have significant influences, so there will be no need for representation on the judges' council."
Mason raised his hand. "It is better that the judges have an odd number. So if there is a deadlock, they can vote." 𝘧𝓇𝗲𝑒we𝙗noѵ𝑒l.𝐜o𝘮
"I'm thinking of making shapeshifters the ones who do the arrest, investigation, and security right here," I replied. "Their minds are so neutral and will obey orders well. They fit the role perfectly."
Basically, I'm going to make a police force using shapeshifters.
"Okay, we will have five representatives on the judges' council. What if a new race enters in large numbers?" Mason began to look less nervous and more serious. "Then the number of judges will be even again because there is one new representative."
I shrugged. "Well, we will have one representative of the shapeshifters on standby. The representative will leave automatically if the number of council members changes to an even number again."
Mason smiled and nodded. "You have an impressive mind, I must admit, my lord. You were able to quickly answer the obstacles I asked you about."
I smiled back. "Sometimes I need a trigger like you provide this concept. And then, I devise it to suit this place."
"Thank you for the compliment, my lord." Mason widened his smile.
"Perhaps we should start gathering judges' council members, my lord." Szur made a suggestion.
"Yeah, I agree." After answering Szur, I spoke to Mason again. "I'm pleased for you to be here. Your input was very useful, Mason. However, it's a shame that you're too new to this place, so I can't appoint you as a council member."
"Absolutely no problem, my lord." Mason smiled again. "I'm just glad I could help."
I wasn't very familiar with Mason's character yet, and he would also cause trouble if he was made a member. There must be a lot of humans who don't want their representative to come from the oppressive nation of Ashenburg.
"But I want you to be an adviser to this council." I held out my hand. "They definitely need your input too."
He shook my hand. "Thank you again, your majesty."
"So, Szur." I turned to the mare general. "You are the first member of this council. You are a very experienced mare and deeply immersed in the minds of many individuals. However, you will still serve as general. Are you ready?"
The activities of the mares became less and less. So, Szur is the best choice.
He bowed. "I will carry out the new position well, my lord."
"Then…." I got up from the chair. "Let's go to the prison to pick up the next candidate."
